Emergency Management Institutional Capacity Development
The overall goal of this component is to design and operationalize an integrated emergency management system to enable the country to plan and respond to both common, everyday emergencies and major disasters in an organized and efficient manner. Component 3 comprises of two sub-components:
- Strengthening emergency preparedness and response systems, and
- Contingency emergency response component (CERC).
Sub-component 3a: Strengthening emergency preparedness and response systems
The key activities to be financed are:
- Comprehensive capacity building support to the newly established NDMA
- Set up EOCs and other response facilities meeting international standards
- Purchase and equipping the EOCs with modern interoperable emergency equipment
- Building capacity in firefighting, search and rescue, and other emergency support functions
- Strengthening hydrological and meteorological observation and early warning systems
- Development of a capacity building programme for the proposed EMS
- Training of a cadre of emergency management professionals
- Support key sectors in the development of service & operations continuity & contingency plans
- Training and tools to respond adequately to special needs of persons with disability during emergencies.
Sub-Component 3b: Contingency emergency response component is allocated
This subcomponent will enable the rapid reallocation of financial resources in the event of crisis and emergencies during project implementation to fund eligible emergency needs. The conditions and eligible emergency needs will be provided in a separate CERC Operational Manual.
