The pre-bid meeting for the proposed neighbourhood upgrade works in Coconut Farm, Moyiba, and Portee/Rokupa, under the World Bank-funded Resilient Urban Sierra Leone Project, was successfully held at Hotel 5/10 in Kissy, Freetown. The session brought together prospective bidders, stakeholders from the three communities, representatives from the Freetown City Council, and other key stakeholders to discuss project details and procurement guidelines.
The session was organized by the Project Management Unit (PMU) of the RUSLP in collaboration with the Freetown City Council (FCC). It served as a vital platform for ensuring clarity, transparency, and a competitive procurement process ahead of the official tendering phase.
The three targeted communities were identified based on their exposure to environmental risks, particularly flooding, and the urgent need for improved infrastructure and services. The planned upgrading works in these communities, under Sub-component 2a: Neighborhood Upgrading and Greening in Freetown, will include the construction of urban roads, drainage structures, earth retaining structures, footbridges, walkways and steps, lighting infrastructure, construction and rehabilitation of hand-dug wells, drilling of boreholes, installation of water pumps, spring boxes, refillable water storage tanks, vermi- compost toilets, VIP latrines, and pour- flush toilets.
During the session, the PMU team presented detailed technical specifications, bidding procedures, evaluation criteria, and environmental and social safeguard requirements. The interactive session allowed representatives from local and international construction firms and community stakeholders to ask questions and receive clarifications regarding the procurement process and project expectations.
The Resilient Urban Sierra Leone Project is central to enhancing integrated urban management, service delivery, and disaster emergency management in Sierra Leone’s Western Area and Secondary Cities.
